Understanding One Nation One Subscription for Researchers across India

One Nation One Subscription (ONOS), is an initiative of Government of India aims to acquire national licenses for e-journal/ database subscriptions from most of the prominent STEM (Science, Technology, Engineering, and Math) and social sciences publishers and database providers by
combining multiple institutional and enabling consortia-based subscriptions in a phase manner.

The central government will take subscription of all the important global scientific journals of the world. All students, researchers, faculty will get access to it through UGC’s Inflibnet (Information and Library Network). Through this, 1.8 crore people will be able to read 13 thousand journals for free…

  • Who benefits from subscription?

Those who are doing PhD or are involved in some research. According to the Web of Science platform, currently only about 53% of the world’s scientific journals are available in open access and most of them become unavailable after a period, but this scheme will provide 100% unlimited access.

  • What will be the impact on research costs?

According to a study by IIM-Mumbai, this scheme will reduce research costs by up to 18%.

  • How was the pilot project? Did you see any difference?

The pilot project found that without the plan being implemented, 56.7 lakh students, researchers and faculty were reading the journal but when the access was given, the number of users increased to 177.82 lakh

Earlier, 8,079 journals were being read in 2,360 institutions, but as soon as access was granted, 12,957 journals began being read in 6,316 institutions.

  • When will the benefits be available? How much will it cost?

This facility will be available in 3 phases. The first phase will start from April 2025. In this, students associated with central and state level higher education institutions and central research institutes will get access. The second phase will start from April 2026, in which other institutions will get access to it. By April 2027, this access will be available in all libraries. For the scheme, the government has sanctioned Rs 6 thousand crores for the next three years from 2025, that is, 2 thousand crores will be spent per year. The government has signed an agreement for this with 30 publishers who publish 85% of the journals worldwide.
